A cookie banner is only needed when your site stores tracking or marketing cookies. Many small sites can avoid the banner altogether by avoiding the cookies.
What counts as a cookie
Cookies are small files a site stores in the browser. Some are needed for the site to work, and others track visitors across pages or sites for analytics and advertising.
When a banner is expected
A banner and a real choice are expected if you use advertising pixels, social media trackers or analytics that follow people with cookies. Pressing Accept must not be the only option.
The simpler route
You can avoid the banner by counting visits without cookies and not using advertising trackers. Then say so plainly in your privacy notice and keep the promise.
